A man stumbles towards a laboratory at night. In the darkness, the man henshins into Tokage-Otoko. Spewing acid on one of the scientists and quickly melting him, the monster returns to the HQ after the briefcase he was ment to get is destroyed.
Back at the HQ, they plan to capture another one of the female scientists that has the information from the briefcase.
Tokage-Otoko heads over to her house with a group of shocker soldiers to kidnap her, but while leaving are spotted by a group of kids who alert Hongo and co.
Hongo quickly heads after the lizard monster, and henshins and hops on the cyclone to catch up with the getaway car. Dodging a group of dropped mines, Hongo leaps up to a bridge where Tokage-Otoko awaits him and is sprayed with the monster's deadly acid, which quickly weakens him. Suddenly, Hongo is knocked off the bridge. Hanging on by one hand, Tokage-Otoko runs off the bridge and quickly slices it with his razor sharp tongue, sending Hongo hurdling towards the river beneath.
Back at the HQ, Ambassador Hell plans to lure out Hongo by strapping the female scientist down and setting her under a large buzz saw. As the scientists pleads for help, Hongo arrives on the scene and henshins. Once inside the HQ, Hongo struggles with the blade trying to stop it, when his friend walks over and flip off a switch, stopping the saw for good.
Outside, Tokage-Otoko appears and the two duke it out. Managing to RIDER KICK his tongue off, and finish him off with the RIDER HEAD CRUSHER.
"RAIDA..."
"...HEAD CRUSHER!"
With monster defeated and the scientist safe Hongo rides off on his bike.
